Boksburg Municipality "where's Waldo"

I have been searching for the contact number for Boksburg Municipality and surprise surprise the care centre number listed on the official site ********** when dialed "number does not exist", the alternate number on the webisite ********** rings and then cuts off, how the hell is one supposed to contact this alleged institution.????

Ultimately I am looking for the correct number for the noise complaints department but I believe I would have more luck catching a meteor with my bare hands
