Blocked Prepaid Meter

Hi

My account with municipality is in credit and yet my prepaid meter is blocked. My meter number is ********** 5566 and my account number is ********** 122. I went to municipal offices yesterday and found offices closed and i am told they will only open 2 January which means i will not have electricity till then. This is unacceptable service i was not even warned when meter was blocked. I tried calling all numbers i can find but all tell me i have to wait till 2 Jan 2018.
