BASIC RIGHTS TO DRINKING WATER

We are construction contractors and since Covid -19 have had a constant struggle to stay working thus we could not pay our employees in full. One of our employees could not pay his utilities bill, the metro has now turned his water off, not restricted but off, is this not considered an infringement to his basic rights to drinking water. What can we do to rectify this situation. He lives in Edelweiss, Springs.
