Assault by a security guard at Edenvale traffic department

I went to the Edenvale traffic department today ,Friday 8 June 2018, arriving at 14H40. I was pleased to get there on time. The website says they close at 3 pm, and the sign by the door also says the same. The security guard refused to let me in - he said I was too late, and had to be there before 14:30, unless it was for a collection ( which is wasn't). As I'm fairly certain that the traffic department will deny that this is there policy. I asked the guard if I could take his photo for the record. He did not object, and I then took his photo. He then shouted at me to go away, and threw a bunch of keys at me. Although there were witnesses, I was too shocked to get there details. Unbelievable.
