Account paid yet reflecting unpaid

<p>I borrowed a book in 2011 and Windermere cente library. I lost the book and lost the card. In 2017 I enquired what can I do to get a new card at Musgrave Library , I was advised I must pay the fine for the book and card replacement. I paid and got a receipt and a new card. I have been borrowing books at Mugrave library yet today to my surprise they tell me I am owing and cannot pick up on the system who made the new card for me and when I made payment. What kind of service is this?and I am told I must produc proof of payment which I have lost. The card I have now , I am told they cant pick up who made the card for me.</p>
