3 months later and water leak still not fixed

We discovered that we had a leak in November when we were being charged a huge amount for water. We went to the water department and they sent some out - they dug up the outside of our property and discovered the leak was by the water meter. The guy who did the digging said he fixed it and will come back in a few days time to see if it is still leaking. <br> Well its been two months later and there is still a leak, we cannot get anyone out to fix this and the leak continues and we continue to be billed. This month my bill is R7000 !!!!! where must I find this kind of money?<br> <br> Today I could not get another ref number from the department, I was told someone will fix it???
