Unreliable and unprofessional work by EDDA electrician Leander

Leander rebuilt my DB board at home, installed two surge protectors, repaired two LED tube lights, and fitted a day/night switch. Total cost R 17 390 which includes testing for compliance and delivering a COC. The work was "finished" on 27 Dec 2023, however, to date (10 Jan 2024) I have not received my COC, and I'm having some issues with the DB board. I tried to contact him several times, but he is "ghosting" me. Unfortunately, I had pre-paid him for the COC, and now he is flatly ignoring me. His work ethic and professionalism are way below standard.
