After purchasing a vehicle on the 20th August, I am still struggling with change of ownership because EBK has not done the NCO to date

After purchasing a vehicle on the 20th August, I am still struggling with change of ownership because EBK has not done the NCO to date. I have been to the traffic department twice already and EBK has not updated the NCO. I take it upon myself to do follow up and I don't get feedback unless I ask. This is unfair to customers. I am disappointed at this kind of unnecessary delay. The temporary disk has already expired.
