Trip cancelation

I bought a ticket on 29/09/22...they called me and said the Trip was canceled due to "not enough passengers".i went to their offices in PE and they gave me a refence number and asked for my banking details.and said if money is not payd back within 15 days i should follow up with them..so i did after 18 days.. 5they still haven't payd back my money...i have sent emails with no response..this is theft...
