Inexcusable Delay on Refund

Eagle Liner has failed to refund me an amount paid for a ticket that was never received, for over three months. I attempted to book a ticket using their online system, however the ticket was never issued, notwithstanding the fact that my account was debited. I have had multiple conversations with the call centre staff, who have promised time and again that I would be refunded, but I have not received my refund to date.
