Not happy

In 2015 I bought my car and I was never given a code for my radio. Yesterday my battery had died and now my radio needs a key code. In the user guide it clearly states that code is to be given to you and stuck in the book. I do NOT have any code and now they want to charge R400 to 'send' the radio off to who knows where. This is the first time something like this is happening. Surely I was suppose to be given this code..
