Power crisis

On 27 June2016 I was given ref. ********** for my faulty meter, I checked on the 30 June on the progress and I was told that my issue was resolved, with NO ONE even seeing me! I was then given ref. ********** and was told someone will come out, someone came, opened the box on the pavement, looked at it and told me everything looks fine and left. WHY DOES MY POWER THEN GO OFF AT LEAST 30 TIMES A DAY? Who will be responsible if my appliances start breaking due to all these power surges? And what must I do to get any sort of help from Ekhurhuleni? I tried to call ********** 218 but no one answers, I even ********** ********** several times but still no answer!
