Deposit theft!!

Hired a car in October 2019 and a zar20k deposit was taken from my card, not blocked like all other hire companies, therefore incurring charges. After returning the car and all signed off I was told my card would be refunded . numerous emails back and forth Later I was just told that a transfer was made but I have never received the funds, and my request for a copy of the wire transfer to investigate has gone unanswered. My emails are now ignored and I am still 20k worse off 2 months later! In 8 years of hiring when I visit SA this has never happened before and I will recommend all visitors to avoid!
