Branch closed and no communication

During this lockdown we do understand that not all branches are opened But the website makes us think that they all are open I reserved a car and paid for it when I got to the branch the branch is closed no one called me to tell me that they will no be able to honor my reservation I mean the reservation should have shown on the head office and they could have seen that the reservation at a branch that is closed then inform the me and the client. When i called only then was I told that its closed and now they reroute me to another branch. I went to the rerouted branch with the address mentioned on the website when i get there the branch is also closed or moved to a temporary location but also I wasn’t informed had to call again and they gave me a different address. I mean when you are renting a car means you don’t a car so I had to take a Uber to all those places they didn’t even offer to deliver the car which could have helped seeing that the fault was on the other side and not mine
