Tax certificate

I have been waiting for my tax certificate 2017/2018 to be sent to sars, its now 5 weeks with 12 phone calls and 4 emails still not being sent to sars, however my 2020 tax certificate was sent in 3 days, is this the service discovery gives to ignor their customers.
