Poor communication

In December 2016 I app**** for a Dicovery Credit Card which was approved almost immediately. I submitted all the required documents online and my card was delivered at my place of work early January 2017. Upon delivery I had to hand the courier another proof of residence...which I find rather sketchy.

The very first transaction I tried to make got declined and I received an sms citing outstanding documents with a number to call during office hours. Upon contacting the call centre I learn that it is due to the fact that my proof of residence was scanned in poorly. I emailed another copy of my proof of residence and was told to follow up after 24hrs, only to find out that they might required another certified copy of my ID.

Why do they deliver the card if the required documents are not in order?

Why is the fact that they are unable to scan a document into their system my problem?

Why did I have to find out that my account is on hold by getting my card declined in-store?

Why does it take the call centre 24hrs to download an attachement that has been emailed?

Why should I wait an additional 3 working days for something that is essentially a clerical issue?

I find it appauling that a credit card can be approved and delivered in a shorter time frame than resolving this issue.
