open card for international travel

I'm having a problem trying to open card for international travel I keep getting the run around and passing me over to FNB international travel who claim my card is red flagged for *****. they state someone will call me in 30 min which never happens, ive also asked to be cc'd om ***** escalations department and also nothing happens. This has been going on for more then two weeks now!!
