Missing forex payment. 20 days and counting

Made a forex payment on the 24th May to a bank in Singapore and the recipient still have not received the funds in thier account. Its the 14th June today, and ive followed up with this bank mutiple time, i call them amost everyday since the funds went missing. USD4760 gone just like that , nobody can tell me where my money is, ive asked repeatedly asked for an MT103 to be sent to me as proof of the transaction but still nothing, everday they tell me they will escalate the matter. Meanwhile, my goods are sitting a port somewhere in asia accruing storage fees every single day. Is discovery going to reimburse me for these expenses? And wheres the money? No call backs, no email, absolute silence.
