Is our money really safe in Discovery Bank?

Discovery Bank was started when the existence of Health Insurance was threatened. Their rigid grinding system,is unable to deliver a card if it is lost with your cell phone, or if the site allows, s t o l e n, in my case. This is because, Discovery Online Bank should be called Discovery cell phone Bank as they place more emphasis on a cell phone call for security, than they do on their own on line card activation process. No cell phone call, no card, leading to the conclusion that Discovery Bank have no faith in their on line card activation process, security checks and Biometrics/selfies, making one wonder how safe our money really is in the Discovery Cell Phone Bank?
