INCOMPETENCY TO FICA ME

I have been trying to get FICA'd for 2 weeks. THey just keep asking for the same documents, which I have sent 5 times in 2 weeks. In the meantime I dont get Discovery miles. I have not received it earlier this year due to not being FICA'd but they did not email me to tell me. Then they promised me the miles. Now they refuse to. And now, the complaints email only respond to existing complaints, which I do have a reference number for. Call centre people are trained to PROMISE by the moon and stars they will call but, but trained not to. Discovery is like the mafia.
