Discovery Bank cannot close cheque accounts

Discovery bank cannot close my cheque account and they keep charging me monthly fees. They apparently do not have the functionality to close the account yet. How did they get a licence to operate without this basic functionality? And to make matters worse, I must call them every month to ask them to reverse the fees! This is unacceptable!

I don't think anyone should open an account with them under these circumstances.
