Declined transaction Claim by Discovery, yet they reserve the funds

I have made an international payment; the transaction was declined by Discovery Bank and added a penalty fee. Yet Discovery Bank reserved the funds and I have sent proof that the 3rd Party won't collect the funds due to Discovery transaction decline.

I have spent about 1.5 hours with Discovery and the 3rd party, and despite the proof submitted I must now wait 7 days for the funds to be credited.
