Declined Application without Application being processed?

I received an email from Vitality which I have been a customer of since 2012 and I have a life cover since then. I clicked on the option in the mail to apply for a Discovery credit card to take up the offer for the Apple Watch Series 3! I was contacted and told that I do not qualify. No application was processed and since my previous application at the launch of the first apple watch benefit, a substantial amount of time has passed for changes to have occurred. ABSA has approved me for a platinum credit card of R30 000 rand limit yes you read that correctly! But Discovery Card continues to decline me. All I want is Discovery card to qualify for the Vitality Apple watch benefit but it's actually starting to feel like discovery is not willing to do a proper credit assessment and take a manual decision based on affordability. If there is some other way to qualify for this Apple watch benefit, I challenge you to meet me halfway. I would have even settled for the Self funded card your agent tried to offer me if I could get the Apple watch benefit activated.

This is utterly disappointing because I work for a bank and I have previously been a credit assessor with a R50k mandate for manual approvals. I am even willing to cede a portion of my cover to the credit card. If ABSA can provide me with a R30K limit at 20.1% what is preventing Discovery Card from offering me a R15k limit? The Apple Watch is R6500 that is not even 50% if the card limit required for this.
