Close my account Please

When the account was offered to me I did not have clarify how the account works, so I did not use much of the account .when I wanted to close the account cause they charge me banking charges with interest i was told i cant closed the account until the full amount is paid of the bank charges ,how ethical is that . So again this month they charge me interest on bank charges .I have never seen This before
