Card blocked non existent service

I had an operational Discovery Credit card. My card is not working now for more than a week. Discovery promised to first deliver a new card before cancelling the initial. Now I have no operational service from them and I have received 4 calls already just to confirm a delivery address (which they do not update). It is continuous calls and no delivery. How do you promise a service but provide no service and just continuous calls? The delivery date was confirmed and still failed to deliver. How can one rely on a bank if they cannot even deliver nor make it possible to operate before their success in delivering.
