Baffle clients with BS

On my statement, my interest rate is indicated as 20.50% On the statement, I get charged an amount for "excess interest at 22.25%

Why is this, as your agent was trying to baffle me with BS stating it is on Eft's - only eft's are payments to Discovery on my credit card, and interest are payable on the balance not per transaction.
