Shocking on line store service - 10 days and still no delivery

I ordered from the Dischem on line store on 24 March 2021. As of today I have still not received my parcel. I have phoned and emailed to follow up numerous times. My parcel was attempted to be delivered 350 km from my delivery address. I get told by the call center they will get back to me and follow up, but keep telling me the courier service is outsourced. I just really don't understand. For a company whose policy is to deliver on line orders is 2 to 5 days, this is now going on 10 days. I have requested a refund if delivery can not be made, but no delivery, no refund. So now am I dealing with theft of *****? I don't know what else to do to get my parcel. I certainly won't be recommending this service to anyone.
