Paid for order not fulfilled

On Jan 6 I placed an online order. The order was eventually delivered on the 16th Jan and half of it had NOT been fulfilled. I have email the customer care dept to NO avail. If I walked out of Dis-Chem without paying for items they would charge me with theft !! Not delivering items that have been paid for is likewise theft !
