Free pack of huggies not received

Bought 10 packets of huggies online in August and did not get a free pack of huggies as advertised. I recently queried this with the Care line and was told a Wicode was sent to me and has expired and therefore will not get any free pack of huggies. I explained thati didn't get the Wicode and was told there is nothing that can be done. Why was the free pack not sent with my online purchase, why can I not get another Wicode?
