Forced to make an appointment, then no tests available

Made an online appointment for COVID test. Got a message to be at the store from 08:00. Arrive at the store at 08:00, only to find that the store only opens at 09:00. Wait for store to open at 09:00, when getting to the Wellness Clinic finding a note that states that they have run out of tests - not staff to assist at clinic. This is unacceptable, 1) don't force me to make an appointment at a time when the store is not even open, 2) don't have a store available for an appointment when there is no tests available, 3) let me know that you have no tests before I waist my time to stand around (no seating area) and wait for the store to open.
