Bad service

My mum got sick in December and January I called ER24 since ur was an emergency but now Africa Assist won't pay because of management protocols that I'm not aware of that stipulates that if they don't dispatch the ambulance and the patient was not admitted they don't pay I asked for a wording that stipulates that but no one seems to have
