Blocking peak hour traffic

It is 17:00 in the afternoon, peak hour traffic from Sandton and one of their vehicles together with a vehicle from Clearline IS closed one of the lanes on Republic rd as it has to work in a manhole. Could not give a stuff about traffic Went to talk to the guys asked them why they park like that especially as they were not using any equipment out of their vehicles. Their attitude stunk and acted like they own the road.
