Poor service

I'm at the department of labour in pinetown ,I am full term pregnant coming for uif. They are making me to follow the queue with non pregnant. Is it normal does management know about this poor system of theirs? I'm just sitting and waiting and the queue is no moving at all ,they spend almost an hour with 1 person .
