Very Poor Customer Service by the Department of Higher Education in Pretoria

In the year 2012, I enrolled and managed to pass both N5 & N6 without Power Machines for N6. Upon completion I relocated back home without any certificate at hand. In 2015 I came back to Ekurhuleni and went to the college to enquire about my N5 & N6 certificates. I was told that my certificates were not available and that I had to apply for them. I made follow ups to check on my certificates from 2015 until 2016 and was told by the college that they didn't receive certificates from the Department of Higher Education. I was told to reapply for the certificates again and I did. The college advised that I will be notified once they receive my certificates from the Department of Higher Education. I then went back home - Limpopo Province. In January 2018, I decided to visit the college after there was no contact from the college as promised. I was told my certificates were not there and that I had to reapply again and I did. On the 20th February 2018, I went to the Department of Higher Education in Pretoria to follow up on the issue of my N5& N6 certificates. The Officer who attended me, told me that I do reflect on the system but the system indicates that there were no certificates issued to me. I was told to come back and check with the department after four weeks. I then called the college after a month to follow up and unfortunately was told that there was no certificate available. I was told to re-apply again and I asked how many times must I apply for my certificates before I can get them? I was told that I must apply as much as I can. I must apply as many times as I can and it might take ten years to get them. On the 8 May 2018, I called the college again and was attended by Ntate Joe who said since I app**** in February 2018, the certificates are not yet available. On the 9 May 2018 I went to the Department of Education again and the lady who helped me said they did not receive any application for my certificates from the college. She also said she will handover the matter to relevant officers in the department since well she is not working in engineering department. She told me to go back to the college and that the college is the relevant place for me to get my certificates. This is a very bad service I have ever experienced in the government owned college and the Department of Higher Education. Is this the Batho Pele Principle as promoted by the South African Government? I doubt. I am really shocked by about this kind of unacceptable and poor quality serve from Ekurhuleni East TVET College (Isidingo Campus) and Department of Higher Education.
