Useless Department of Higher Education and Training

Been trying to acquire my N3 Certificate for a year and a half, have gone to the DHET in Pretoria with no luck. Cannot move forward because there are no answers and nobody is accountable to anything, have requested direct contact for Dr. Blade Nzimande so as to get answer and have been refused.
