Uncaring and Poor service in our Government Departments

Lost my National Certificate (Vocational) Level 2,3 and 4 (NCV) Certificates in 2018 and app**** for Replacement Certificates in October 2018,but to date I've only received NC(V) Level 2 Certificate,tried contacting the National Department of Higher Education,Training and Technology(DHET) but they can't help,when I call they don't answer phones,if answered, they drop when I greet,before been in contact with the Provincial Department(DHET) (Eastern Cape),still the same.
