Government phones that ring the whole day and ghost websites

<p>Department of Higher Education and training has numbers that's just ringing the whole day. It seems there is government officials that doesn't occupied there positions and to serve the public as they suppose to. When I go on their website the provide a helpline number which I call regarding my lost Diploma, the lady give me this numbers: ********** 951 or ********** 982 the numbers is just ringing the whole day. I have send them numerous emails which they also provide on the site but til now I have received no feedback.</p>
