Dhet HR Refusing to pay out Pension

Waited and still waiting for 7 years now for pension to be lpaid out. The HR clerks just ignore calls and lie about deadlines in the hope that the Claimants will just give up. The line Managers seem to be powerless against their subordinates as there is no accountability. How can an HR department be unable to Relate to People. It's very bad and baffling
