Department of Higher Education not responding to Emails.

I have requested My Grade 12 Cerfiticate from Department of Higher Education in Pretoria they said I must get a Affidavit I did and paid the requested the amount since February 2019 . The initial agreement was that they will call me after 6 weeks which they didnt. I personally went then when I got there it was the wrong Exam number same name and surname but wrong exam number. Then on the June 25 2019 I sent an email to Mr Maphuthuma. With proof of payment and Affidavit but still today they havent gave me my Grade 12 National Certificate.
