Department of education diploma woes

<p>I app**** for my diploma in September 2015 via central Johannesburg college in parktown but to date I have not received it. When enquiring I am told the hold up is in Pretoria, when calling the diploma application department they never pick up. I want to study further but can't because I don't have the diploma. May someone at the department of higher education in Pretoria assist please.</p>
