Unsuccesful application for Grade 1

On 21 April 2015 I did the application for my child for Grade 1 and based on the Department of Education policy for School it says schools need to accept the children that are staying within the area of the school that the applicant wish to take the child.I am staying at the area of the school which is Luipaard street and I am working next to the school which is Department of health corner Luipaard and vlei and is their neighboring and my child is got a sibling at the same school who is doing Grade 4 and on the application form I provide them with that information ,and according to Education rules that is the school that my child need to attended ,the name of the child who was rejected is Tumi Jabu Mpenyana and he is on the A88 listing for Grade 1, the contact details for the school is ***/7
