Query about my Diploma

i applyed for my National Diploma since 2011 till to date i have not received it yet. i have been calling the institution in East London and Dept of Education for follow up no luck instead i was told to re-write a subject that i passed and got my certificate on that level , i did that and passed the subject and re-apply again still non response<br> <br> please help.
