Poor South African child has no right of education in her own country

I went to apply for my child at Vereeniging district last year December for a gr9 learner even today my child's still at home without school. It's paining as a parent to see your child being limited or unrecognized by department of education. My fear is what if this child will commit suicide because she's feeling that she's being given a chance to learn. Where is the right of education if our government is failing our own South African generation, but all the foreigners learners are in class as we speak 😡 but our own kids born and raised in South Africa have no rights. I've questions that I don't have answers to, what if my child will commit suicide??? 😡
