Poor education system

I would like to lay a complaint to the department of education east london.We have relocated and my kids still don't have a school.My wife app**** last year already and still no reply.Ive tried to contact the customer office number and it's always ingage.What do I need to do because someone mentioned that they will let us know by the 24th and this is very frustrating.very concerned parent
