Paid for my certification but didn't get it. Guess someone stole my money

I paid the department of education (Sandton branch) in 2015 for my matric certificate and my wife's matric certificate. I followed up with them over 8 times. The 6th time they asked me for the proof of payment and they told me to leave it with them and they will call me to collect, that was 1 year later. I folowed up with them, now they said they don't know where it is. This makes it hard for me to study at a university.
