Not wanting to pay out bursary funds

To whom it may concern: I studied further to obtain my ACE at OLG of NorthWest University. I app**** for a bursary which was allocated to me in 2014. Started my course in Oct 2013 and completed in June 2014. I would like to claim my bursary amount of R13250.00. I initially paid my loan with interest in full in May 2015 and would like to claim my bursary now. At first I went to their offices at the local Department of Education in Welkom and they told me that they didn't have funding at the time. I waited a little while before quering this again. Now they are telling me that they won't pay out the bursary, because the documents are *****eulant and claiming that because I am white I want to push my way to the top. I have the documents on hand, and can provide it as evidence. Nothing about it is *****. The North West University can also confirm all my paper work. Student number : *** and my ID nr. ***.
