not taking work serious

i am wondering if what is the difference between Limpopo and Gauteng department human resource or salary department. i have been on a temporary teacher in Limpopo,even today i am not paid and when u you call them they do not answer please Limpopo MEC do something because your people to be honest are not working.this thing of hiring teachers and not get paid within the first month is not good but in limpopo they want to make it culture and normal.
