Not taking other people serious

I don't understand the way the department of education do things, my aunty she's working for them since last year, but even now they don't take here permanent, she get paid by school governing body, and the person she replace retire last year, so what am trying to understand is why they can't take here permanent how long they gonna keep her, or they want to give a post to someone else, according to my knowledge probation takes 3 months, am very disappointed with them, they play people
