Not getting paid for more tha 6 months

I was hired for 2 contracts of qualified educators, in Stoney Croft SPS, in Cacadu CMC, Chris Hani District, Eastern Cape. First contract was from 1 September 2023 to 30 September 2023 and the second contract was from 1 November 2023 to 31 December 2023.

I haven't been paid on both contract, and the school where I worked they say there's nothing they can do, the circuit manager she says there's is nothing she can do it's HR's issue and I went to the District offices more than 5 times to enquire and they said the contract is out of the system they will look for other ways to pay me in April, now it's Junes and there's nothing.

I spend R230 to go and enquire, all those expenses and inflation rate won't be considered if I will ever get paid by the department
