Money making scheme!!!

I think the department of education is a money making scheme. i have written draughting subjects twice and they say i have failed twice! I can't access my papers unless i have paid R150 for a remark!! why?? i have already paid to write the exam why pay again???? According to the department no organization is suppose to give out memos. Now how the hell are you suppose to study for something if you don't know if your answers are correct? Even on the assignments and internal tests that is written. How are you suppose to qualify for something if they don't want you to qualify!! After exams you have 3 months to to do your application after that they destroy the papers, why????? Does anybody else have the same problem???
